Follow the instructions below to add a lifecycle to the Governance Registry.
1. Sign in. Enter your user name and password to log on to the Management Console.
2. Click the "Extensions" button to access the "Extensions" menu.
3. From the left navigation menu, under "Extensions," select "Lifecycles."
4. Click the "Add New Lifecycle " link on the "Lifecycles" page.
5. A configuration page with a sample lifecycle configuration is shown. Make needed alterations and click on the "Save" button to save the configuration.

Adding multiple life cycles
WSO2 Governance Registry 4.6.0 allows only one lifecycle to attach to a particular resource (e.g. a service). However, when an artifact governed in the G-Reg and is in a store front, the artifact within G-Reg itself needs to have a development life cycle and in enterprise store, it needs to be associated with a store specific life-cycle).
If you want
There can be situations where a resource might need to get associated with two or more life-cycles (e.g. The framework that we need to support should has to be independent of the life-cycles.
With this new improvement in G-Reg 5.0.0 onwards we allow resources to be associated with multiple lifecycles. All associated lifecycle can perform operations independently. In case of a service, when you add a new service in admin console, it’ll be by default associated with a service specific lifecycle, whereas if you add the service in enterprise publisher front, service will be associated with Service specific lifecycle and a store lifecycle. This doesn’t limit the service provider to associate other available lifecycles. Furthermore, deleting a lifecycle from a resource doesn’t alter other associated lifecycle or it state.
