There are tuning parameters which can be configured for the server that affects the behavior of the server. 

maximumNumberOfMessageDeliveryAttempts

Parameter<maximumNumberOfMessageDeliveryAttempts>
DescriptionWhen a message is rejected by the client or when acknowledge wait timeout happens MB server schedules that message to be redelivered again. There is a maximum number of times this scheduling happens for a message. After the maximum number of redelivery tries is breached message is sent to Dead Letter Queue. This configuration tells broker how many times a message should be attempted to be delivered to a client at maximum.
